Construction of legal state, reconstruction of economy, creation of civilized market, defense of human rights – all this is impossible without general rise (increase) of legal consciousness of population in our dynamic time of our society. Not a single field of public life today can go on without a specialist in Law.
Economical and Legal Faculty of Kherson State University (KSU) has not long but rich history: the first graduates on specialty “A Junior Lawyer Specialist” appeared in 1994. Now our graduates work at court and law-enforcement bodies, in national economy, in business structures, they continue their education at the educational establishments of Odessa, Kiev, Khar’kov.
Leading lawyers of Kherson, besides teachers on the staff, are widely attracted for training the students-lawyers, they are: employees of Regional Arbitrage, Regional Court, Chair of Justice, Office of Public Prosecutor, professors of Odessa State University and others.
Starting with 1999 international and university scientific-practical conferences systematically are held at the Faculty and the best leading Ukrainian and foreign specialist are attracted.
There are 44 lecturers in all at the Faculty, 26 of them have the academic degrees and titles (ranks), including 2 doctors in Law, 1 academician.
The Faculty consists of 3 Chairs, methodic and training rooms, special auditoriums.
Economical and Legal Faculty of KSPU is included in scientific-methodical association on training of lawyers under the leadership of Odessa National University.
The students of the faculty can both study and have good time. This year the collective of the Faculty has made the first step for organization and holding the intellectual game “Brain Ring” and proved that the most erudite students of the university study at this very Faculty: they won the 3rd place in regional competitions. The students and the teachers celebrate all the holidays together. They even do not forget the Saint Valentine’s Day and the favorite holiday – Lawyer’s Day. The bright event in the cultural life of the Faculty of 2000 year was victory in the university competition of KVN (Club of the Jolly and the Sharp-Witted). The winners during the holidays were travelling at Carpathian Mts. In summer time the most active students have a rest at the shore of the wonderful Black Sea at sport-recovery camp of KSPU “Burevestnik”. The university teachers also after intensive work are on holiday here together. They have good time too. Thus, Economical and Legal Faculty entered the new millennium as a winner.

Speaking about the interest to the specialty of a lawyer it is impossible to avoid the question of prestige and fashion. Both in Ukraine and abroad long period of time the profession of a lawyer occupies the first position in the rating of professions.
Guidance for University Entrants of Specialty “LAW”
A university entrant must know History of Ukraine and World History, Bases of State and Law, Ukrainian language.
We would like to see among the students of this specialty the persons who are:
- Honest;
- Fair;
- Sociable;
- with good oratorical abilities and great erudition;
- directed for constant self-education
A bachelor-lawyer can occupy the following positions:
- A legal adviser in entrepreneurial structures;
- A head of a court registry, a secretary of a court, a secretary of a court sitting, a secretary of a court board of a regional court, an officer of the court, a head of dispatch office and archives, a code clerk, an assistant of a head of the court;
- A specialist of the 1st and 2nd category of Arbitrage, a senior inspector on supervision of Arbitrage, an registrar;
- An adviser of public notary office, a head of registry office ( an executive secretary, a business-manager) of presidium of barristers board;
- A secretary of Village and Settlement Councils of People’s Deputies, an inspector of reception, general and other departments of executive committees, a secretary-adviser;
- A legal adviser of an enterprise, an institution or an organization, an officer of claims, an inspector of personnel department;
- An inspector in the bodies of social security of population, job placement service and so on;
- A specialist of the 1st and 2nd categories at bodies of Registry Office;
- An inquiry officer at bodies of inner affairs, a junior investigator, an inspector of customs service of the 3rd rank;

According to the agreement with Odessa State University it is possible to finish the education on the level of a Specialist and a Master of Law at Odessa using the Letter of Credence from State Examination Commission of Social and Legal Department.

For the first time in Ukraine Social and Legal Department of Kherson State Pedagogical University on the basis of state licensing starts the preparation of a social pedagogue with the specialty - Social and Law Security, Social Management. The sphere of professional activity of a social pedagogue-lawyer is training of different groups of population and giving social and legal assistance to all groups of citizens - the youth, the people of elderly age, the disabled, the unemployed, the imprisoned and so on. Social pedagogue with the specialty - Social and Legal Security, Social Management - is preparing for the activity both at the traditional training establishments and at the bodies of city administration, at enterprises, at the places of residence, at places of serving a sentence by convicts and so on. The educational plan of preparation of a social pedagogue-lawyer forecasts for the future specialist a wide range of knowledge: Practical Psychology, Pedagogics, Jurisprudence, Management of Social Work, Culture Science and Medicine. This is defined by a width of his professional functions. For example, giving assistance to the unemployed, a specialist has to solve the concrete social and legal problems in complex connected with his specific status; precaution of personal psychological depression of the given marginal, to consult and supply with information retrieval of a job and to provide with classes of individual entrepreneurial activity and so on.
DEMANDS TO A UNIVERSITY ENTRANT ON THE SPECIALTY «SOCIAL PEDAGOGICS»
Specialization: Social and Legal Security, Social Management.
A university entrant must know: History of Ukraine, World History, Basics of State and Law, Ukrainian Language.
A university entrant must be: honest, decent, fair, goal-directed, insistent, optimist, sociable, with good managerial and oratorical abilities, with emotional steadiness, general and psychological culture, high intelligence. The entrant must be directed for permanent self-education and self-perfection, accuracy and endeavour.
A graduate with the diploma of «a Specialist, a Social Pedagogue» can occupy the following positions:
- Social pedagogue at educational and cultural institutions;
- Teachers at courses of «Basics of Social History», «Law», «A Man and World» at the secondary school;
- Social pedagogue at place of residence, a tutor of penitentiary system, at the police distribution centers, an officer at the bodies of inner affairs on control and assistance on rehabilitation for persons released from places of imprisonment;
- An employee and an organizer in the system of establishments – the subjects of social and humanitarian assistance for population;
- An employee of social services for the youth;
- An employee of services on support and development of a family;
- An organizer of legal education of labor collectives of an enterprise, an informer on legal issues of the population, a leader of social-legal department of mass media;
- A specialist on public relations, on relations with state bodies and political parties;
- A court tutor, a representative of a child in court, a representative of interests of citizens’ rights who are not able to present and defend them independently;
- An inspector of services in the cases of the minors at executive committees of city councils, an employee at the bodies of guardianship;
- An official of criminal militia in on minors cases, pedagogical expert in court;

We invite you to participate in the All Ukrainian Scientific and Practical Conference “Competitive Regional Economy: Perspectives of Formation” that is taking place at Kherson State University on September 21-22, 2007.
Sections of the Conference:
Section 1. “Stable development of the regional economy in the context of increasing its competitiveness: forecasts, analysis of possibilities and ways of increasing the competitiveness of products and services”.

• text of the report (paper and computer version);

• copy of the paper that improves the payment of the enrolment fee.
The materials of the Conference will be published in Kherson State University’s collected book of scientific works.
They will be distributed until the Conference begins. As it was recommended by the Organizing Committee, the articles could be published in “Tavriya Scientific Visnyk”; it is a chargeable profile edition of the economic sciences.
The fees of 25 grn. and 6 grn. per 1 page are paid for the participation at the Conference to cover the expenditures for the distributional materials preparation.
