Alexander Spivakovsky

Biography

I was born on March 28, 1957 in Kherson. Nationality – Ukrainian. In 1974 I finished secondary school № 20. From 1974 I studied at Kherson State Pedagogical Institute, Faculty of Physics and Mathematics; I got a Degree of Specialist - Teacher of Mathematics. In September 1987 I began my professional career as a schoolmaster of Kherson secondary boarding-school № 2; beginning with December 1978 I worked as an instructor of Chair of Mathematical Analysis at Kherson State Pedagogical Institute. In November 1982 I was admitted a post graduate student of Research Institute of Mathematics, Ukrainian Academy of Sciences (Kiev, Ukraine). In September 1985 I was awarded academic degree of Candidate of Physical and Mathematical Sciences. In 1985 I became an instructor of Chair of Mathematical Analysis of Kherson State Pedagogical Institute. In April 1986 I was promoted to senior instructor of Kherson State Pedagogical Institute and in September 1987 Assistant Professor of Kherson State Pedagogical Institute. In November 1990 I was a director of South – Ukrainian regional training and methodical center “Pilot Schools”. In 1996 I was appointed a Vice-Rector of Kherson State Pedagogical Institute and a Head of Chair of Computer Technologies. From 2002 to 2004 I was a President of Kherson Regional Chess Federation; Candidate Master of USSR in chess; many times chess champion of Kherson. Beginning with 01.07.2003 I was appointed a Vice–Rector on informational technologies, international relations and socioeconomic issues of Kherson State Pedagogical University, in November 2003 - Vice–Rector on informational technologies, international relations and socioeconomic issues of Kherson State University, which was created on the base of Kherson State Pedagogic University; beginning with 02.12.2002 – Head of the Chair of Applied Mathematics and Informational Technologies. 04.03.2004 – Vice – Rector on scientific and pedagogical affairs, informational technologies and international relations. In December 2004 the Research Institute of Informational Technologies of Kherson State University was created under my supervision. In 2004 I defeated Doctor of Pedagogical Sciences degree thesis “Theoretical and Methodic Basis for Future Teachers of Mathematics Training in Higher Mathematics using IT”. Beginning with September 2004 I was appointed an Acting Deputy Head of the Kherson Oblast State Administration, 04.10.2004 - Deputy Head of the Kherson Oblast State Administration. 04.10.2004 – I was awarded the 5th rank of civil servant. 27.10.2004 – Vice-Rector on scientific and pedagogical affairs, informational technologies and international relations of Kherson State University. According to Presidential Order №578/2006 of the 26 June 2006 I was awarded honorary title “Honored Worker of Education of Ukraine” for considerable personal contribution to state building, promotion of Constitutional rights and liberties, socioeconomic and intellectual development of Ukraine. »

- Instructional IT for Higher Educational Institutions Theory and Practice of application.

- Informational Technologies for Institutions of Higher Education management.

- Technologies of Distant Learning.

- Theory of Groups.

I am the author of 104 scientific publications in algebra, informational technologies, pedagogy, including 2 monographs ( www.ksu.kherson.ua ). The majority of publications deal with the problems of teaching mathematical courses in pedagogical Institutions of Higher Education using computer technologies. I am an academic advisor of program-methodical complex “Linear Algebra Distant Learning”, software environment “Web-Almir” and research and technology project “Development of Methods and Technologies of Flexible Pedagogical Software Environment Projecting”. Co-author of software environment “System of Linear Equations” (Certificate of Authorship № 9524 and Certificate of Recognition ЖА № 0726634); database of pedagogical software in such courses as "English ", "Biology" and "History" for secondary school and recommendations on structure, content and technologies of educational software for these courses. Coordinator of research and technology project “Program-Methodical Complex Term7. Support of Practical Educational Mathematical Activity”.

My resent publications are: “Linear Algebra Using Computer Technologies”, “Computer Technologies for General Purpose” and “Informational Technologies for Higher Educational Institutions Management”.

Coordinator of the following international projects:

- International project Tempus TACIS CP No 20069-98 Informational Infra-System of Higher Educational Institutions. The partners of this project were Universite de Nice-Sophia Antipolis (France) and University of Granada (Spain). As a result of this project Informational Analytical System of Kherson State University was created. The project was funded by European Commission (1998-2000)

- International project Tempus TACIS “Europe/Black Sea Network of Mobility”. The project was funded by European Commission. Local coordinator. (2001-2004)

- International project Tempus TACIS IB_JEP 22045 - 2001 Land Reform and Land Market Development in Ukraine. The EU partners of this project were Universite de Nice-Sophia Antipolis (France), Direction Departementale de l’Equipement-Alpes-Marittimes, Nice (France), Politechnico di Torino (Italy). The projects was funded by European Commission (2002-2004)

- International project Unit-Net MP_JEP-23010-2002 Informational Technologies in the Network of University Management. The aim of the project was to develop Unit-Net for distribution of leading experience of application of informational technologies in the management of higher educational institutions. The partners of this project: Universite de Nice-Sophia Antipolis (Fr), Glasgo Caledonian University (GB), Ministry of Education and Science of Ukraine, Kharkiv National Karazin University (Ukr), Zaporozhyan State University (Ukr). The projects was funded by European Commission (2003-2005)

- International project “Northern New York and Southern Ukraine: New University Partnership for Business and Economic Development”. KSU Small Business Development Centre was established. New Business Curriculum for entrepreneurs was developed. The project was funded by Bureau of Educational and Cultural Affairs US Department of State Freedom Grant. (2003-2006)

- International project Tempus CD_JEP 25215-2004 “Geographic Information Systems in Agrarian Universities”. Specific objective of the project: To develop Master courses curriculum and teaching methods within the field of geographic information science in Ukraine according to European standards in agrarian universities, including DL courses and educational software. The project is funded by European Commission. The duration of the project is 2 years (September 01, 2005 - August 31, 2007 )

- International project Tempus IB_JEP 26239-2005 “ECDL for Ukrainian Administrators”. European partners: Universite de Nice-Sophia Antipolis (France), Alpen-Adria University Klagenfurt (Austria). Ukrainian partners: Kherson National Technical University (project coordinator), Kherson State University, Centre of Retraining of Civil Servants of Kherson Province. The duration of the project is 2 years (September, 01, 2006- August 31, 2008).The project is funded by European Commission.

Wife: – Lyubov Pyetukhova (born in1955) - the Dean of Faculty of Pre-School and Elementary Education at Kherson State University, Doctor of Pedagogical Sciences, Assistant Professor. Daughter: Eugenia Spivakovska-Vandenberg (born in1981).
